A Sydney hairdresser was turned away up to a dozen times from women's refuges in the months before her estranged husband allegedly stabbed her to death. Leila Alavi's desperate search for help last year came as about 80 women's shelters were in limbo because of state government homelessness reforms, refuge advocates said. Pru Goward, the then-Minister for Family and Community Services, announced the Going Home, Staying Home reforms inputting services out to tender for the first time in 25 years. The initiative was trumpeted by her successor, Gabrielle Upton, as the biggest homelessness reforms in a generation, despite many small, independent women's organisations losing control of their shelters to large tender winners, such as St Vincent De Paul.

Ms Goward was appointed Minister for the Prevention of Domestic Violence and Sexual Assault on Wednesday but had nothing to say about the revelations of the possible impact the reforms had on Ms Alavi. A spokesman said she was not in a position to comment on a policy from a portfolio she no longer had. Ms Upton, who had the portfolio at the time Ms Alavi was being knocked back by refuges, passed on Fairfax Media's questions to her successor, Brad Hazzard, who said the case was "disturbing".

At a time when domestic violence seems to be, at least on a reported basis, the highest it has ever been we have to get this absolutely right. Roxanne McMurray, spokeswoman for the advocacy group SOS Women's Services, said Leila was "desperate to get out and find safety and unfortunately the system let her down tragically".

Five women have died from domestic violence this year including mother-of-four Salwa Haydar who was allegedly stabbed to death by her estranged husband in their Bexley home on Monday night. Ms Alavi, 26, took out an apprehended violence order after her husband repeatedly tried to strangle her but it was not enough to save her. Mokhtar Hosseiniamraei tracked her down and allegedly stabbed her to death with scissors in January in the car park beneath the Auburn hairdressing salon where she worked.

Mitra Alavi said her little sister moved into her Waterloo unit after she failed to find a refuge that would take her. The majority of the women's refuges in the state had become more generalised services and less than 20 remained women's only havens, she said.

We had never seen anything so extensive in the refuge sector in 40 years. Ms McMurray said an urgent and independent inquiry was needed into the reforms to ensure the safety of women who needed to get into refuges.

It is already difficult enough to make that decision to leave violence. After a backlash, Ms Upton reversed funding cuts to some services, including five inner city women's refuges and shelters run by the Muslim Women's Association for migrant women across south-west Sydney. Mr Hazzard said he acknowledged he had to look at the balance between "spending taxpayers' funds wisely and making sure we have women's services working well".
